What Clean Beauty Is Actually Avoiding
Three things, mostly:
PFAS (‘forever chemicals’). The benchmark study here is “Fluorinated Compounds in North American Cosmetics” by Whitehead et al., published in Environmental Science & Technology Letters in 2021 (doi: 10.1021/acs.estlett.1c00240). The team — University of Notre Dame, University of Toronto, Indiana University, and ETH Zürich — screened 231 cosmetics bought in the US and Canada for total fluorine, the chemical marker for PFAS, and counted a product “high fluorine” at or above 0.384 micrograms of fluorine per square centimeter. PFAS are added for wear and water resistance; they are linked to hormone disruption and do not break down in the body or the environment.

Microplastics. Beyond the exfoliating microbeads now banned in several countries, many lotions, serums, and primers use synthetic polymers — acrylates copolymer, carbomer, nylon-12, polyethylene — as texture and film-forming agents. These are plastics in liquid or powder form.
Phthalates. A federal labeling loophole lets brands list dozens of undisclosed chemicals as a single word: ‘fragrance’ or ‘parfum.’ Phthalates, used to make scent last, are endocrine disruptors that frequently hide there.
The packaging counts too. A clean formula in a plastic pump still adds a plastic tube to a landfill — and plastic can leach into oily, acidic cosmetic formulas over time. So every pick below had to clear two bars: a clean, verified formula and glass, tin, aluminum, or paper packaging wherever a credible option exists. Every entry qualifies by an independent credential — EWG Verified or a low EWG Skin Deep hazard score — or a fully disclosed, screened ingredient list. None qualifies by the word ‘clean’ on the front of the box.

One thing this list cannot be built from: ingredient labels. When the Notre Dame team ran targeted lab analysis on 29 of the screened products, each contained between four and 13 distinct PFAS — and only one of the 29 listed any PFAS on its label. That is why every entry above leans on independent verification or full disclosure rather than a label scan.
The law is starting to catch up. Since January 1, 2025, three states — California (AB 2771), Colorado (HB22-1345), and Minnesota (Amara’s Law) — prohibit the sale of cosmetics with intentionally added PFAS. That does not clear the shelf in 2026: the bans cover those three states, older stock is still in circulation, and nothing stops a product made for other markets from reaching you online. The verification habit still matters.
